The Reds opened the scoring in the 15th minute when Lazar Markovic fired past Hugo Lloris for 1-0 – although the Spurs keeper may have felt he could have done better.
Spurs levelled things up in the 25th minute when Mousa Dembele fed Harry Kane and the in-form striker made no mistake to make it 1-1.
Liverpool were then given the perfect opportunity to retake the lead when Danny Rose fouled Daniel Sturridge in the area. Steven Gerrard tucked home the resulting spot kick for 2-1 in the 52nd minute.
Tottenham pulled themselves level for a second time when Kane squared for Dembele to tap home from close range after Mignolet has parried a Christian Eriksen free kick.
However, with just 8 minutes remaining sub Balotelli poked home Adam Lallana’s cross to win it for the Merseysiders and move Liverpool to within a single points of Spurs in the table.
